I have 25 images that I need export using the control of the Export As dialog box. I need to set the Quality, Image Size in Pixels, select the Reseample option, remove the Metadata, and convert the color space to sRGB. When I open all the images in Photoshop 2025 and then select File / Export /Export As... I am presented with a dialog box where one of the optional checkboxes is "Select All" with the one image that I have active in what looks like it could be a list, but is currently a "list" of one, and it is checked.
Why have the "Select All" checkbox if it can only provide the option of checking or unchecking the ONLY image in the list? Very confusing...

This option is for documents with multiple artboards. If your file contains artboards, they will all be listed and exported through this dialog. For more details, check out this link: Export Artboards and Layers in Photoshop

As @Srishti Bali has replied, Export As isn't intended for batch processing multiple documents. You could use the built-in script "Load Files Into Stack” and then Image > Reveal All if required, and then run Export As to output all layers... But that’s a bit of a pain.
Photoshop offers batch processing of separate files via batch actions and droplets, however, I prefer scripts.
