Please do not shout (capitals) - we are volunteers on this forum and will try and help you.
First - can you confirm your Photoshop version - you say 15 in the title is that Elements? If it is, I will move your post to the Photoshop Elements forum.
Second - Can you confirm the exact steps you are taking to make your print and what exactly you are getting (screenshots always help in an explanation)

Thank you! It is adobe elements 15. When I try to print a photo, and place it where I need it to be on the page according to top and bottom and sides in inches, the photo merely sinks into the blue lines of the photo holder.

I have been printing from Photoshop for years now, so I know how to do it, and this has never happened before! When I tell the printer how many inches up or down I want, and how I want it centered, the photo now just disappears into the blue lines (photo box). What could be causing this??????????????????????????

Hi ,
This usually happened when paper size is chosen smaller than print size .
please verify both the values and choose print size within the limits of paper size.

I have had this same problem. When typing in page positions, the photo moves, but not the blue outline (the photo holder). So, for instance if you are printing a small photo on regular paper, and type in the position numbers 0,0, nothing prints out. If you move the blue box exactly on top of the photo, then you'll print something.
In older versions the entire preview moved, so if you typed in 0,0, the photo would appear in the top left corner.
I upgraded once a few years back and reported this problem. Ended up returning the product.
I just upgraded again to see if the problem was fixed. Still hasn't been, so I am once again going to return the product.
