Yes photoshop elements 2022 ships with camera raw 13.3 that should open the Panasonic Lumix DMC-G85 .RW2 files.

You should also be able to update pse 15 from camera raw 9.6 to 9.10 by using Help>Updates from within the pse 15 editor. The G85 requires at least camera raw 9.7.

However, if your using pse 15 on Big Sur the updater may not work.
