CC 2018: Animation Keyboard Shortcuts not working

Hi!

I'm about to start an animation project, but I can't make the keyboard shortcuts work. They are activated by default in the Timeline panel, so I've tried disabling and reenabling them, to no avail. I also tried resetting my preferences, updating my Wacom drivers and Photoshop (I'm using 19.1.5 right now). Finally, I went to the keyboard shortcut menu so as to bind them myself, but arrow keys can't be binded to Prev Frame and Next Frame, which are the shortcuts I use the most.

Am I doing something wrong? Thanks!

EDIT: Forgot to say, I'm using Windows 10

EDIT 2 (SOLUTION!): Silly me, the shortcuts do not work unless you add a Video Layer first.
