Could not select effect at Essential Graphics Panel in Premiere Pro 2023 23.1

When drop or apply a effect to Essential Text at Essential Graphics Panel,
can not click the effect layer to move up or down or drop to group ,
only way is go to effect Controls panel ,click the effect ,then move up or down.
but Premiere pro 2022 could.

Premiere pro 2023 23.1 could not work like this,

Thank you for the visual! Have you tried resetting preferences? Close Premiere Pro, then hold down Command+Option+Shift (MAC) or CTRL+ALT+Shift (PC) and relaunch Premiere. Keep holding the keys down until a window appears asking if you want to reset the preferences. Say yes! Let us know if you can drag effects layers after resetting the preferences.

yes, and for this I format and reinstall my windows 10,

and I notice some effect can drop ,some effect can not.

could you try "transform" effect in you computer ?

I can not select "transform" effect like gif show.

2022 is no problem.

You will have to use the ECP for now.
