Error Code H.264

I started editing videos at my work, when I go to export any H.264 formatted video with any preset I get an error message. I export videos fine at home but this is the first time on a new computer with Premiere Pro 22. The video consists of jpeg images, MPEG movie, and MP3 Audio. I have attached a picture of the error here.

I'm able to export in most other formats, I've even tried exporting to avi and then exporting th avi video to h264 but it just straight up won't let me export anything h264. Does anyone know why this is? Is it because my computer isn't good enough? I'm okay with exporting in a different format butmost of what I've tried has been terrible quality. Any recommendations would help.
