You do it in the OS with PP not having loaded it.

when i right click on the project in file explorer the rename option doesnt come up

Rename is a standard right-click menu option. There are many ways to rename in Windows 10.

im on windows 11 btw

You need to do it from within Windows or Mac OS. You can right-click in the Project tab and select 'reveal project in Explorer' and then quit PP and rename the project.

Otherwise with PP closed go to the file in File Explorer and simply rename the file.
