Hello,
This is almost certainly due to my limited experience with Premiere Pro, but I have this annoying problem. Every once in a while, Premiere Pro unaccountably switches from my Program panel to the Reference panel (which I almost never intentionally use). This is especially irritating because I suddenly lose the buttons, most of which aren't in the Reference panel. I've noticed that one such trigger is dragging a clip from the Project panel into the timeline. Premiere Pro immediately switches to the Reference panel for no obvious reason. Is there any way I can stop it from switching to the Reference panel?

Thanks for this suggestion. I had tried to close the Reference Monitor in the past using the 3-line menu by selecting "Close," and it ended up closing the entire timeline. I tried your solution (unchecking Window: Reference Monitor) and it did not close. That may be a bug. Anyway, I tried again using the 3-line menu, this time selecting "Close Panel," and it worked. Thank you! Note to Adobe engineers: You need to be clearer about what your menu choices mean.

Can you close the Reference Monitor panel? I hardly ever use it. There are various workspaces available to you. Which one are you using? It's under the Window menu, there you can (also) uncheck the Reference Monitor to close it and perhaps free up some screen real estate.

... and try a few of the various default Workspaces which come with PP.

Be sure to try the other 'Workspaces', most don't open the Reference monitor, so perhaps you are using the "All Panels" workspace. There are probably some better suited for the particular task you are doing at a give momement. Editing, Effects, Color, Audio, Etc...
