I found the scrolling credits option on Premiere Pro!

Apparently this option's name was changed, and some people had a problem with finding it; however, with the help of my very cool film teacher, we both found where it was! If you click on graphics at the top, and select an option, at the side near the bottom it says "roll". If you click that, your credits should be able to scroll.

Nope, always been Roll (even in the Legacy Title).
