What kind of videos are you trying to import?

If the footage is variable framerate convert to constant framerate with Handbrake before bringing into Premiere.

I haven't used OBS in a long time, but I believe you can set the recording format to MP4 or MOV. This should prevent you from having to go through Handbrake.

Please tell us your system specs: OS version, Premiere version, amount of RAM, Hardware specs including graphics card

 

There are 4 ways to import files into premiere, drag them from the OS to the bin, double-click on an empty space in a bin which opens the import dialog, make the bin active and hit command-i, or using the media browser.  Have you tried all of them?

 

Have you tried creating a new project?  Resetting the workspace?  resetting your preferences? 

 

Please answer each question so we can troubleshoot in a systematic manner...
