I literally cannot import any video file whatsoever, I've tried changing the format of the video as well.

What kind of videos are you trying to import?
If you could open a video in this program and show us the output, that would help us diagnose your issue.

Premiere does not handle Matroska, the .mkv files at all.

If the footage is variable framerate convert to constant framerate with Handbrake before bringing into Premiere.

I found out how to do this and I can now import to Premiere pro, thanks for the help.

I haven't used OBS in a long time, but I believe you can set the recording format to MP4 or MOV. This should prevent you from having to go through Handbrake.

Premiere does not support mkv.

Please tell us your system specs: OS version, Premiere version, amount of RAM, Hardware specs including graphics card
There are 4 ways to import files into premiere, drag them from the OS to the bin, double-click on an empty space in a bin which opens the import dialog, make the bin active and hit command-i, or using the media browser. Have you tried all of them?
Have you tried creating a new project? Resetting the workspace? resetting your preferences?
Please answer each question so we can troubleshoot in a systematic manner...
