Premiere crashes when trying to use any top buttons (File, Preferences, Etc)

I'm unable to use Premiere because whenever I press File > or any of the top buttons, it immediately freezes. Even in the main menu without a project open, I can't access the preferences to try this because as soon as I click device control, it freezes. I've tried to update, uninstall, reinstall, install on a different drive, start while holding ALT.. but it still persists. I was able to use Premiere fine a few weeks ago until this. My graphics drivers are up to date (RTX 2070) & my specs are fine for Premiere (Ryzen 9 3900X, 32GB Ram). How can I fix this

Try a clean installation of the 517.40 Studio Driver (NOT the Game Driver).

23.2. I've installed the newest studio driver with a clean install, & also the 517.40. Neither are fixing this problem.

Try this:

Premiere Pro crashes after updating to NVIDIA’s latest drivers

Issue: When running Adobe Premiere Pro on machines with NVIDIA cards, there is a known bug in the latest NVIDIA drivers, which can cause the application to crash.

Workaround: 

  • If you have NVIDIA GeForce Experience running while you are using Adobe Premiere Pro and are experiencing issues, please quit the GeForce Experience application and restart Premiere Pro.
  • There is a known issue with the NVIDIA drivers, which can cause Adobe applications to crash when running alongside NVIDIA GeForce Experience.

Just as a troubleshooting step, try uninstalling it.  You can reinstall it if necessary.

Doing a clean installation of 528.24 does not stop the freeze.

 

If it helps, I import a video (any video, doesn't matter if I recorded it off  my computer or downloaded it.) I drag it onto the timeline. At any point after that, if I press the top menu buttons (File..) it will freeze indefinately.

FWIW: I always do a clean install and only select the two Nvidia drivers (GPU and Sound) though lately I've been not installing the sound drivers because my monitors (for the HDMI/DP ports) don't have speakers.

 

Do you have any Display scaling on your computer in the OS other than 100%?

No, 100% scaling. I have 3 monitors. I use the sound on my monitors.
