Premiere Pro (2022) Selection Tool no longer responding to drag and drops or right-click inputs

Please help! This tiny issue is preventing me from doing my work. The Selection tool is no longer responding to right clicks on a clip or allowing me to drag and drop. The Selection tool has now become a cross-hair and only gives the option to make a selection box. In the video attached, I am trying to drag the first clip to the right, and click / right-click on the clip above.  Has anyone experiences this problem before, or know how to correct this? How did this happen? 
 I have already:

- disconnected and reconnected my mouse

- restarted my computer (Mac)
- updated to the latest Pr version
