Streaky Pixelated Lines on all imported videos

What is causing this streaky pixelated effect on all my videos?  it's there when the video is exported and before.  It started happening conveniently about the time the trial ran out. Uninstalling and renstalling did not change anything.

 

Premiere Pro 2023 v23.6.2

    oh and all those videos play fine outside of Premiere.

    @Ann Bens  It's not unique to a certain video.  It does the same thing whether the video was shot 2 years ago with a GoPro or it's a VHS rip from 35 years ago.  It's likely some sort of setting or maybe an issue with a driver, hoping for a setting.  It just started happening a couple days ago after a fresh reopening of the program.

    I would almost ask where you're filming through a fence?

    Does it show if play the original file full screen, say in VLC player?
