Tengo premier actualizado, ¿Cómo puedo habilitar la opción "Volver a transcribir" ?

You don't have to enable it. If you have a Source Media transcription, in the Project Panel, right-click on the file. Do you see Re-transcribe?

If not, a screenshot would help.
