Tools not working

Why won't my tools work on the Audio 2 of my timeline? They seem to be working on Video 1 and Audio 1 but not Audio 2. The selection tool does not select, the razor tool gets greyed out with a red diagonal line across it when it passes over Audio 2. Please help.
