Video is in slow motion after importing, audio is just fine

I have a video clip that is an old VHS tape that has been digitized into an mp4 file.  That file is fine but tehre is an hour of empty tape on the end I want to cut off.  If I look at the properties of the mp4 file it says it is 60fps but when I import it into premiere, it is read as being 15fps.  The audio is fine but the video is slow, probably 25% (60/15).  I tried interpreting the footage as 60fps which makes the video run at the right speed but it drops frames and reduces the length of the video.  I hope I am just missing something basic here but any help is appreciated.

CABAC is on and variable framerate. those two cause problems with premiere. you will need to transcode from the originals or use handbrake to losslessly convert(RF 0) to constant framerate with CABAC off.

looks like you have very compressed SD footage, which is interleaved ( 2 half frames make a full frame) at 30 fps.. ( basically that is 15 half frames plus 15 half frames ( top field first ))... so if you set up your project as NTSC SD ( try DV I guess, been a while since I looked at the options)... at 30fps top field first interleaved ( not progressive)... you should be able to import your source stuff and drop it into a timeline and it will work OK.

 

It should turn out to be 720 x 480 then and no need to interpret footage etc.

if you feel like it you can post a screenshot of tree view in mediaInfo ( free.. google it ).. so we can see source info.... then someone will probably ask you to post project settings ... and then people can look at the info and try to help.
