Hello, I'm a decades-long Illustrator user and couple-years-long Premiere Pro learner (CC 2020, OS 10.14.6). I'm looking to create a promotional video for an album release (which I did the art for in AI) which would include simple animation (mostly layer visibility- and puppet/asset warp–based manipulation of the cover art assets) plus video footage, type effects, and music (all of which I'd assemble in Premiere).
My question is about which animation tool would be best suited for this--Animate or After Effects? Based on my research it seems like they could both do the job, but if one is clearly better suited to bringing into Premiere I'd prefer to shorten my learning curve.
FYI the cover art is below--I would mainly be animating the flames, zooming in and out on the detail sections, and having layers appear and disappear. Thanks for your suggestions!

In this case, After Effects would be the better choice to create animations. It would allow creating animation with a higher-level of complexity (if required) and also it can be used seamlessly along with Premiere Pro using the dynamic link feature.
