Add a transcode feature within Pr for VFR to CFR

Add a transcode feature within Pr for VFR to CFR. This would resolve issues related to clips that are constant Frame Rate but devolve into Variable Frame Rate during the file upload from CFexpress media to PCs.

This is a known cause of Pr indicating a few, less than 50, dropped frames, but without actual errors noted.
