Perhaps I'm misreading your question. But in your screen shot in the menu you have selected it shows Loudness Radar as the 6th item down. So, it's not missing.
My apologies. I rushed though reading your answer and didn't fully notice your screen shot. Wondering if you figured it out yet? I would follow @Richard M Knight 's suggestion for sure. And if that perhaps doesn't work here's some thoughts that popped in to my head. 1) Do you have Adobe Audition installed? Not sure why this would matter, but maybe. 2) Try rescanning for Audio Plugins Prefrences > Audio > Audio Plugin Manager
I think I've used Loudness radar on a project about a week ago on a windows 10 machine; today on a new macbook pro the effect is missing and the list shows only the Loudness meter.
Just got humiliated in front of the class I was teaching because my Loudness Radar went AWOL. It was there 2 hours ago, now it's just gone. Poof. On Mac Mini M1. I suspect the Apple Silicon version has a bug.

Loudness Radar is now missing from the Audio effects drop down menu in the Audio Mixer. Why? I'm using a MacBook Pro (2021) with an M1 Pro chip. Version 12.7.
We've been using Loudness Radar to master our audio mixes in Premiere. Is there a best replacement for Loudness Radar now that it's gone from the new Premiere?
I'm looking for it, too...it's part of a class I'm teaching, and I had no idea it wasn't there anymore until I went through my class notes and did a run-through of my lesson...lo and behold, it has vanished!
It is impossible to see Loudness Meter as a replacement for Loudness Radar. You miss the history, which is the point of the Radar: See where your mix is loud, and where it isn't. Very disappointing.
