Why aren't the tool panels magnetic and why does one keep redocking with another?

I am not sure why Premiere's Tool Panels aren't "magnetic" like they are in Photoshop.

 

The big clunky white caption bars and the "ghostlike" borders around many of the panels are odd, especialy on a 4K monitor.

 

The panels often need to be clicked on in various orders to hide the oversized caption bars. EVERY SINGLE TIME Premiere is started.

 

Also, the Effects panel always combines with the Project panel EVERY SINGLE TIME I start Premiere, even tough I save the current workspace settings after undocking it.

 

PLEASE fix that and PLEASE make the panels magnetic.

The big white bars at the top of each panel (with the X to close them) are called caption bars. 

 

Almost every program that runs, has the title of the program, minimize, maximize and close buttons are called caption bars.

 

At least they were when I started programming in 1981. 

 

Maybe the terminology changed since I don't know.

A screenshot might help. Are you Mac or PC? What version of PR?

 

The white/ghostlike borders for panels only appear for me when I am moving them to configure a workspace. I get an empty white bar at the top of an undocked panel that contains only the x.

 

To get your previous workspace configuration, use Window > Workspaces > Import Workspace From Projects.

 

I only get x's to close panels if they are undocked/floating.

 

I think they are magnetic (snap?), but some panels may have some limitations on where they can be located.

 

I'm not sure they even name what you are calling a caption bar:
