can i move masked picture premiere pro without move mask

how are you applying the mask?  If you create a photoshop mask and put that on a higher video track, you'll be able to adjust the underlying video with the effects controls without effecting the position of the mask.  There are other ways of doing this.  If you're trying to create the mask using the opacity controls in the effect controls, you can create an adjustment layer and edit in on a higher video track and edit the opacity control for the adjustment layer  and then invert the mask.  You can then adjust the motion controls for the underlying video clip without effecting the mask position.    Hope that's clear, I just figured it out myself.
