Can I send non-transparent PNG to adobe stock as a contributor?
I don't see the reason why I should have to convert to JPG and lose quality, as JPG is always lossy compression even in the highest quality.

The guidelines state that png files have transparent backgrounds. If not, send jpeg.

I like to give potential buyers their money's worth and submit AI generated images up to 30" on the longest side @ 300 dpi. Any loss in .jpg quality done at the best resolution is imperceptible to the human eye if edited properly.

I would say no. It's not explicitly forbidden, but it makes no sense. JPEG is not that lossy if it is the first generation.

The reason to convert to JPEG is file size.

About this, I uploaded some illustrations recently and realized that I used PNG as the image format for all of them, non-transparent files. Would it still be accepted in moderation?

There is a possibility that it will be refused. Checking Adobe's reasoning, it even should be refused.
