The Adobe Stock site absolutely works. More than 500,000 assets are reviewed and added to the Buyer portal each week. If you would like user feedback on some of your rejected images, upload a few here and indicate the reason for rejection,

It like didn't work, they weren't looking at images, it was the system.  All the good images they didn't anything, the rest of them im like what are you doing html, why computer not work...its like non working dos mode

They accepted 4 files and rejected 38 but some of those 38 were similar enough to one of the photos they accepted and than theres 46 files that I can't submit at all but are uploaded, I can't upload and submit any files until they look at those 46 files.

Reviews take 1 - 4 months, now.

When people submit thousands of assets per week, it slows things down for everyone.

Be patient. Work on other projects.  Submit assets to other Stock services.

You said there are 46 files that you can't submit, but you can't submit any until they look at those 46.... If the 46 are not actually submitted, they are not in the queue for review.

Are you saying you can't upload assets to Stock? 

If so, try using another browser:  latest desktop Chrome, Firefox or MS Edge, no script blockers or VPN enabled.
