How do I unlink Payoneer from my friend's suspended Adobe Stock account?

I assume Adobe deactivated his account. I also assume it was due to not following the terms of agreement. That means he should not open a new account. Using the same Payoneer account or uploading the same assets will result in a new account getting deactivated.
