Who owns the copyright on my declined image of a dead juniper tree in a lonely Arizona canyon? Would it be the Forest Service?

the image content is certainly not a reason for refusal for this reason. I guess the problem lies here in the keywords. Check them for keywords that are protected or do not match the agency's acceptance criteria.
