You may definitely use the Adobe Stock images in merchandise or for reselling purpose, however, it is very important to use the correct license.

Please note: Assets which are used for merchandise or for reselling requires an Extended license.

If you are combining multiple images together or maybe modifying a large portion of the image(using just a small part), a standard license seems fine (The image is considered modified when the final modified version of the image shows no resemblance with the original image).

However, if you are using an unmodified image from Adobe Stock for reselling, you must include an extended license.
