That's an old Windows bug, not Photoshop's, from what I know. Based on that knowledge, I don't think Adobe's engineers can do anything about it.

Have you tried completely disabling the integrated graphics? Often, the integrated GPU causes problems in Photoshop when a dedicated one is available.

Have you deleted a file on disk that still appears in the recents list? What happens when you click on the thumbnail? Are you given the option to remove the thumbnail?

Ctrl/Cmd + L does not display Levels from Image > Adjustments? On my Windows system, it temporarily activates the Eyedropper and shows the Levels adjustments on the screen. Levels adjustments can be used normally without any issues.

I was able to reproduce the issue. On my second, third, and subsequent attempts to align, it does not align to the canvas but anyway fails to center properly; the alignment is off.

We need more information to assist you. Are you using Smart Objects to replace an image? What are the dimensions of the original image compared to the replacing image? Not only dimensions, but resolution can also play a role; both images must share the same dimensions and resolution.

If there is no active selection, the command (Align to Selection) aligns to the selected layers, and that functions correctly on my end. I am testing on my end, and everything appears to be working as expected.

Exported images do not have adjustments applied? The only solution that comes to mind right now is to try resetting the preferences.

Place other images above instead of below. Apply a layer mask to both layers: Layer > Layer Mask > Hide All, then begin painting with white on the masks.

Put a black background at the bottom of the layers stack, a circle in the middle, and the subject on top. If you are using a Shape layer for the circle, select that layer and open the Window > Properties panel. Then, click on the Masks icon in the top left corner and use the Feather slider to soften the edges. To dim the circle, use the Opacity slider located in the top right corner of the Layers panel while the shape layer is selected.
In case you are using a pixel-based layer for the spot, convert it to a Smart Object for more flexibility, then apply Filter > Gaussian Blur to the Smart Object layer with the circle to soften the edges.

If you mean that you are working on sample.psd, then you make changes and save it as sample1.psd, continuing to work on sample1.psd. I can confirm that this occurs on a Windows system while running the latest version 26.1 of Photoshop. Photoshop automatically updates and allows me to continue working on the last saved version with a different name when using Save As. However, when using Save a Copy > save as sample2.psd, it will not automatically update to the newly saved document; it will retain the parent document for edits.
If I understand your question correctly, use "Save a Copy" to save the layered file and continue editing the parent document.

Put the 100% image at the bottom of layers stack, with the other images (75% and 58%) above it. Apply a mask to the 75% and 58% layers, revealing only the parts you want to be visible. In Photoshop, the content of the top layer will be visible, or its unmasked areas (white color on the layer mask). Masked area (black color) on the top layer will be hidden, revealing what is on the layer(s) below.
