Try opening a brand new project, then importing your old project, then try relinking. Updating mid project can cause odd issues like this to manifest.

I don't think Premiere has any hooks into OneDrive for even the ability to trigger a download from the cloud. Do you have any autosave or cache locations pointed to a OneDrive storage location? And just to be clear: I am not an Adobe employee. I cannot change the software. I can only give you advice/best practics/workarounds based on personal experience. Sounds like you're using OneDrive, uploading files to the cloud, then deleting them locally? Then opening Premiere is causing OneDrive to download files? What happens if you upload your files, delete them locally, the exit OneDrive, then open Premiere?

What kind of drive is this? SSD or HDD? Connected via Thunderbolt/USB-C/USB-A? If you have a slow drive and/or a slow connection, Premiere performance will suffer.

It's because you're doing a downscale that you're losing quality. I don't work with much 4k footage so I'm not positive on the perfect workflow, but I'd try exporting/rendering at the same resolution as your source, then taking the exported file and scale it to the output file you need.

Is your footage on this 8TB harddrive? How is this drive connected to your PC? If you placed a couple of clips on your local drive, like your desktop, then import those into Premiere, do you get better performance?

What is your export profile and level set at? Can also try swapping to Software Encoding and see if that makes a difference? (Note: I'm not saying this is a solution, this it just a troubleshooting measure)

That takes you to the User libray. You need to go to the System library. Click Go, choose Go To Folder type /Library/ press Return Now navigate to Application Support/Adobe/CEP

The Game Ready drivers are notorious for not playing well with Adobe. You might want to try uninstalling them and installing the Studio Drivers. Not ideal since you play on this same PC, but testing this out would at least confirm if this is the issue or not.

Check the bitrate. The Vimeo preset likely matches the recommended spec from Vimeo which may be lower than you want.

I'm seeing the same issue. macOS 12.5 After Effects 22.5 (both latest version as of 9/10/2022) Collecting to local folders results in zero byte files. Collecting to a network share or external drive results in correctly collected files. I've set AE up with Full Disk Access as well and also have tried deploying an MDM config profile with the correct settings to no avail. Does AE use some other process to do the actual file writing? Perhaps I'm greenlighting the wrong binary.

Your playback resolution sounds like it's not set to full. Try changing it to full.
