Did you change the options in the clone source panel? Please see screenshot: when that option is not marked, Photoshop shows the whole image as an overlay

You could give more information so we can help you. It may be that you need to update the video card driver. Uncheck the support for the graphics processor in the Preferences to test it.

A new operating system should better be installed on a non-production partition to test the compatibility first. There are known and unknown issues with Catalina and CC-Apps. https://helpx.adobe.com/photoshop/kb/photoshop-and-macos-catalina.html I would advise to downgrade to an older system

Did you already try to reset the Photoshop Preferences? Press and hold Ctrl + Alt + Shift (Win) or Command + Option + Shift on Mac while launching Photoshop. Then press YES to delete the Photoshop Settings file.

InDesign doesn't have such a tool, but you could construct an arc with the help of the pathfinder panel. Then create colored objects and group them. Copy the group to the clipboard, mark the arc and use EDIT > PASTE INTO. The content and the shape remain editable.

Is ist only a different appearance or did you measure the color? For the appearance it could help to use the Overprint Preview from the "View" Menu. Are you eventually using different color settings in Ps and Id? Then you cold get different colors by converting the profiles. For future works with new documents it is easy to synchronize the color settings in Adobe Bridge. Press ctrl + shift + K in Bridge, make your choice and press "Apply"
