You would have to ask the original designer how he specifically created the animation, but pretty much everything can be done in Ae. It just takes time to create the graphics and animate everything. The graphics were likely prepared in Illustrator or similar, imported and then their individual elements turned on and off with opacity animation and moved around with position animation plus there's a bunch of repeating wipes and path animations for the patterns and dashes. Again, easy enough to do using basic AE tools, it will just take time and patience.
