anyone here know maybe how to change the time of the billing date?

I would like to inform you that as of now, there is no option to change the "Billing Date" once the Order is placed.

The alternative solution Support Team provides is to Cancel the Existing Subscription ( Without any Early Termination Fee) and help to place a new Order so that Billing starts the same day you place the new Order.

You may need to contact Adobe Support Team towards the beginning of the month and ask them to help with the same.
