How to upgrade the plan if the plan canceling process take more than a month

I was using the student-teacher plan for adobe Photoshop, but I was in need of adobe premier so I decided to by the Creative Cloud All apps for student and teachers.

So I was trying to checkout but the checkout procedure won't let me pay because the old Photoshop plan wasn't terminated, so I clicked the "Upgrade my subscription" and cancelled the subscription, but the site still doesn't let me pay for the all app subscription and I'm in urge hurry for premier. I wish I can pay for the subscription and use the premier app ASAP.

I have checked the subscription associated with the same email as registered on forums. As you have stated that subscription for Photoshop is cancelled and not terminated so in order to place the order please contact Contact Customer Care.
