Problem with unlocked/ungrouped layers behaving like they are locked in Illustrator

I am having a problem with unlocked and ungrouped layers behaving like they are locked. I have two layers that are moving together after selecting just one of them to move. They are NOT locked and are NOT grouped. I just want to move one layer at a time, not the two layers together. How do I fix this?!!!

I actually solved the problem on my own. I was using the wrong move tool. That was creating the problem.

Sorry to hear about your experience. Is Illustrator behaving this way with all files? If yes, kindly try running Illustrator under a different administrator account (Windows / macOS) to check if it helps.

Thanks, I tried to do waht you said about uploading a file for you to look at but I got this  message: 

"After February 1, 2024 you won’t be able to sync files with your local folder. We recommend downloading your files and storing them in a location of your choice. All synced files will be permanently deleted after March 2, 2024."
So I guess that I won't be able to share a link to my file with you that way.  I will try the screen recording instead.
