I tried to re-install inDesign but it didn't help

    Try re-installing the MENA version of InDesign as described at https://www.qppstudio.net/webhelp_xv4/mena-version-of-indesign.htm .

    Install a RTL version additional upon your existing version, like Hebrew or Arabic. This will add missing functionality.
