What the what???
I have never had Win8 on this computer. It came with Win10, and I have a clean install of Win 11 on here.
Here's the info:
Lightroom Classic version: 12.5 [ 202308091523-68a7abd6 ]
License: Creative Cloud
Language setting: en
Operating system: Windows 8 - Home Premium Edition<<<< NOPE.
Version: 6.2.9200
Application architecture: x64
System architecture: x64
Logical processor count: 6
Processor speed: 2.9GHz
SqLite Version: 3.36.0
CPU Utilisation: 0.0%
Built-in memory: 16302.9 MB

Graphics Processor Info:
DirectX: NVIDIA GeForce GTX 1650 (31.0.15.3699)
Init State: GPU for Display supported by default
User Preference: Auto

NOTES:
LRC 12.5 has been impossibly slow since JUNE.
Rolled back to 12.3 and ran a troubleshooter which identified compatibility issues - and fixed them.
Exported a catalogue of 3000 images to a very fast NVMe with 80% FREE. SAME extreme slowness, and now that I've gone back to 12.5, that catalogue won't open, which SUCKS because I have begun editing the 3400 wedding photos on there, and can't get to them now...

I have done, redone, and redone again everything Adobe has suggested to liven up this program, but nothing helps.
Currently dumping old photos from my HD to see if that help.

"DirectX: NVIDIA GeForce GTX 1650 (31.0.15.3699)"

That's the most recent Studio driver for that graphics processor (Adobe and Nvidia recommend Studio drivers, not Game Ready drivers, for Adobe apps).

The GTX 1650 should be more than fast enough for routine editing, including AI masking, though Denoise would be very slow (a couple minutes or more, according to other users' reports).

Interesting -- as @dj_paige  mentioned, due to a longstanding bug, LR  displays the wrong marketing name for Windows 11 though it shows the correct technical version number:

https://community.adobe.com/t5/lightroom-classic-bugs/p-sdk-and-help-gt-system-info-report-the-wrong-version-of-windows-on-windows-11/idi-p/13110248

(Technical version numbers 10.0.22000 and greater are actually Windows 11.)

In your case, LR is showing technical version number 6.2.9200, which is indeed Windows 8.

Go to the Run box in Windows, type "System Information", and run that app.  Copy and paste a screenshot (not a phone pic) that includes the first three lines, e.g.

This discrepancy is probably not related to the cause of your performance issue, but it would be good to understand why LR is reporting that technical version number.

Lightroom Classic cannot be installed on Windows 8. So whatever is being reported, it is incorrect.

Your GPU is likely being stretched to capacity - it only has 4gb of RAM, and it's well accepted that Lr really needs more than that: 8gb is at the de facto lower end.

Driver up to date? (And not "according to Windows" - you need to verify yourself that you're running the latest version as per the manufacturer's website/own software.)

My Windows 11 computer shows as Windows 10 according to LrC. So your LrC shows Windows 8, absolutely nothing to worry about.

Is the slowness only with respect to exporting, or are other things slow? Have you searched the forums for other posts regarding slow exporting?
