Program error while opening files

I keep getting program error while opening files.

Im also having trouble closing the program and have to end it in task manager.

I can solve it by deleting the photoshop system settings. But the error keep returning every 2-3 month. 

Has this something to do with every time photoshop updates? 

Would appricate a permanent fix.
