My Photoshop elements 15 which i purchased from pc world will not download

i purchased it as a download on pc world and received an email to allow it to download. it shows 2 sections before it downloads and it did the first one and the second

one has been stuck on -The activation is under process. This section will be auto-refreshed when key is available. for over 24 hours. i have already contacted pc world and sent me to adobe for help as i have been trying to get it to work for hours
