Photoshop Elements 15 [How to merge a downloaded photo onto the DVD jacket creator?]

Can anyone please tell me how to merge a downloaded photo onto the DVD jacket creator, as it seems not to form a layer above the template but sits on a page on its own without becoming part of the jacket?

If there is a video tutorial can you direct me to it please?
