Photoshop Elements 9 won't open - why am I being asked to uninstall and reinstall it?

Yesterday I tried to open Photoshop Elements 9 ( as well as Premiere 9), neither opened and instead I got an error message. It said "Configuration Error" and said I needed to uninstall and reinstall the software. It said to contact Support if that didn't work and also told me to refer to "Error 9".

I haven't uninstalled anything - looking for feedback from others who had the same problem.

1. Anyone know what's going on?

2. Also, what is Error 9?

P.S. Running latest update of Windows 10. I have had no problems with either program prior to the latest W10 update. Also, for what it's worth, I had installed two Adobe updates (one was for Reader, not sure what other was) about an hour before I discovered the Elements/Premiere problem. Don't know if that is related or not.

Please note - it says Error 6, not Error 9. Here's a screenshot:

Exactly what does the error say?

Here is a screenshot. Note, it says Error 6,not Error 9. Sorry for the typo in my original post.
