“Photoshop Elements does not recognise this type of file” when opening JPG or Raw [was: Dave B]

I am using a newish iMac that is up to date and am unable to bring any of my photos into my Photoshop 2018 screen. The above screen shot reads "could not complete your request because Photoshop does not recognise this type of file" All my photos are either in jpeg or raw format and have never been impossible to open in the past. Any ideas would be appreciated.

As an  experiment, try to open one or two JPEG files in another application, resave them with a new name, and try to open in PSE.

What happens?
