Is Pr v13.0.3 the end of the line for macOS 10.12.6?

I've been using a MacPro (Mid 2012) running High Sierra (10.12.6) as an editing workstation for years.  It's been running Premiere Pro v13.0.3 without any issue.  When I brought in a .prproj file that was saved in a newer version of Premiere on my laptop (running Mojave,) of course it told me about it & refused to open the project [groan.]  So what do I do?  Upgrade to the latest version so I can get back to work.  The problem: Premiere won't launch anymore... unexpectedly quitting every time I try to start the application.  So I went back a version.... & downloaded v 13.1.... but still had the same problem.  Only after I reinstalled 13.0.3 (where I started from) am I able to successfully launch Premiere.  Is this the last compatible version of Premiere for my system?  Please help.  My MacPro may be old, but it is a much more suitable editing workstation than my laptop.  I'm really hoping I don't have to install Mojave on an old Mac just to run the latest version of Premiere.

    OK... so I upgraded to High Sierra (10.13.1)... which took forever.

    Then, I upgraded Premiere to 13.1.2 again. Same problem... won't launch.

    So I referenced the minimum requirements you sent me.

    Processor: 2x2.4 Ghz 6-core Intel Xeon.  Check

    OS: just updated. check

    RAM: 24 GB.

    GPU........ the minimum spec is 2GB of GPU VRAM.  My GPU is a Radeon HD 5870 which has a total of 1GB of VRAM.  Could this be the culprit?  It just makes me scratch my head as to why 13.0.3 could get by just fine on 1GB of VRAM but 13.1.2 won't even launch without the 2GB VRAM minimum.

    Please let me know if you think replacing the GPU will fix this problem.

    Sorry to hear that you are facing this issue. Are you getting any specific error code or error message when you try to launch the application? Also, please try to reset app preferences (FAQ: How to reset (trash) preferences in Premiere Pro? ) and clear cache (FAQ: How to clean (delete or trash) media cache files? ) to isolate any preference or cache corruption issue that could be causing the app to misbehave. Let us know if it helps.
