Is there a way to keep the position of the SCALE keyframe handle still?

If you have an animated position in Premiere Pro, when you move the keyframe handles in order to make the animation at the beginning eased out more, it cannot go below the horizontal line of the window. But when you try to animate the scale and change the easing with the keyframe handle it will go all the way up or down below the window thus making the animation a disaster. Whenever I try to ease out the scale to my liking I absolutely cannot hold it on the same horizontal level of the window. Is there a way to fix that? I tried the Shift key but it does not work.
