Unable to drag and drop .mov files from library to Premiere timeline

I am unable to drag and drop .mov files from my library to my timeline in Premiere.  I can drag and drop image files - .jpg, .png etc. from my library onto the timeline but Premiere will not drag and drop a .mov file out of my library onto the timeline.

I have the Source patching turned on (V1, A1).  And I'm able to import the file from my hard drive into my timeline but I can't get it from the library to the timeline.

Please help.
