Video playback jumps 3 seconds ahead and is out of sync but it is fine in timeline

so im editing this music video and all audio tracks are lined up, the video is lined up perfectly and when i do video playback to look at what it looks like its fine. once i went into the video fx and effects window in the side and did an opacity to 0 then gradual change to 100% the video playback all of a sudden is "Jumping" 3 seconds ahead to appear out of sync. once i hit space bar to pause the video it goes to the correct time space again is in sync until the space bar is hit again.

Delete Media Cache Files.

by any chance was the material shot on an iphone?  Or a screen recording program?  If so, the problem is the material has a variable frame rate which Premiere doesn't like.   The solution is to use a program called handbrake to convert the material to a constant frame rate.
