Why does 360p video get rendered with BT.601 Color primaries, when 720p has BT.709?

I've found no way to have control over this except for the High10 profile Rec2020 color primaries option. 
But I'd like to have a way for them both to be rendered with the same color primaries.

I'm trying to test our software and there's a color difference in the videos, so I wanted to see if the color primaries are causing this
