Searching for a specific group of words

If the search criteria is a multi-word term, is it possible to set up the search function to find only that term and not its individual parts?

Ex. Enter Pay Item as the search criteria. The search function hits on the words Pay and Item when they're looking for the whole term - Pay Item.
