Adjustment Layer Doesn't Work on Certain Layers

So I have two adjustment layers (each for a separate clip in the video) that won't work. Both clips I've tried to apply it to won't work, but if I stretch out the adjustment layer to other clips, it works for those. The ones I want to apply it to are the same video, just in different parts of the sequence. The weird thing is that I have another adjustment layer over a third clip of the same video, but it works fine for that.

The adjustment layers are all being sourced from the same clip, and the source clip's time spans over all three of the clips (I have no clue if that matters or not. This is my first time working with the program). The settings in all of the adjustment layers are the same as well, and they're all set to visible. I don't understand why it works for one part of the video and not the other parts.

To see if it's not the adjustment layer's fault, I've tried to adjust other things in the clips that won't work, like resetting the color, and nothing happens. I'm wondering if it's a video thing, but don't see why it wouldn't happen to all three parts of the video.

Sorry if this is all over the place, but if anyone has any possible solutions, I'd greatly appreciate it!

Unless there's a really good reason to use them, just blow off the adjustment layers, and apply the effects directly to the clips.  Works like a charm.  And you can move beyond Photoshop-think.

Adjustment layers are good if you want to apply the same effect(s) to every layer below the adjustment layer.  Otherwise, they can get cumbersome and frankly, a real pain.

this is all very obscure. we need more specific detail and especially if this is a visual problem you should provide some visual feedback like screenshots or videocapture so we can see what this is about.

try again and be much more specific and illustrate your problem through visuals

I'm using PSE 2019. My problem is with text layers (simplified or not). I cannot get any brightness, contrast or level controls to work with text, either directly or with adjustment layers. I completely uninstalled PSE2019 and reinstalled it today (12-8-2019). Still the same problem. I've been using PSE for over 18 years and have never had this problem before. If you know of a solution, please let me know. Thanks!

Responding to the question about adjustment layers by saying to just not use them really does not answer the question, and it's not the least bit helpful. I have several layers that I want to apply the same color grading to without having to process the effect on every single layer individually, but my adjustment layer is not affecting the lawyers below. Everything is set to view, nothing is soloed, and I'm not finding a solution to make them work.
