Adobe After Effects layer not snapping sometimes

I have recorded the problem and attatched it to the post.

I'm holding down Shift key, and trying to move the layer to snap to the beginning of the other layer.

How do I fix this? Every time this happens, I have to zoom in maximally on the timeline and move the layer frame by frame to get the layer adjusted to the beginning of the other layer.

Your cropped screen capture does not tell us anything about the layers. From the color of the layer, I'm guessing it is a nested comp. You are not pushed in enough on the timeline to see the frames so I'm guessing that the frame rate of the nested comp is different than the frame rate of the main comp. The comp settings for the nested comp could be set to preserve frame rate when nested or in the render cue. Time remapping or stretching could also be involved. If it is footage, you could also have a frame rate problem. What happens if you use Alt/Option + [ to set a new in point for that layer? I'm guessing that it doesn't always snap to the start of the frame.

Full workflow details, comp settings, footage settings, and modified properties of the problem layers are going to be required to figure out exactly what is going on.

I don't know why but the layer I'm moving with my mouse does not comply to snap to the layer above it, it snaps to the keyframes of the layer(s) below it. When I move them both to a different time, it snaps just fine:
