does it happen only with this file or with any imported mp3?
Does it sound in preview?
May it be that the mp3 file is damaged?
What does Audio Levels line show?

Got a similar problem, but worse: the sound is not even playing and not rendering.
yes, the audio is activated,
yes, the preview in the composition tab is set to Audio checked,
yes, the audio settings are set to MME and the actual device,
yes, I unplugged the headset and tried again,
yes, I used a set of different headphones as well,
yes, the system sounds, Youtube etc are playing just fine,
yes, I restarted AE, even reinstalled it with old settings saved and settings deleted.
What in heavens name is wrong?

Wow... the audio itself was corrupted it seems. Could be played stand alone, but was dead in AE.
Now all my settings are gone. Lesson learned.

This is the thing which I wanted to suggest to check. Yes, if all settings are good and something still wrong, it might mean that the file itself is corrupted

if you solve all the below solution, then there is only 2 problem could be
1. your file is corrupted (means Ae is not accepting but working fine outside the Ae)
2. you enhanched audio using adobe podcast, yes adobe podcast's enhanced audio not supporting in Ae.
i have tried many times but those audio waveforms don't display and not even audio plays
